During a roadside presentation Roadwise, Inc. will be demonstrating the prep and process of using Perma-Zyme. All interested personnel are invited to this demonstration, to attend the classroom presentations and, and a Q & A session with qualified personnel. Lunch on Tuesday, July 10th will be provided for all who RSVP.

INSTRUCTIONS:
Scholarships up to $1,000 will be awarded to the winners as selected by the IAHD Scholarship Committee.
All application requirements must be completed and post-marked by the deadline of Wednesday, March 31, 2021 or the application will be eliminated from consideration. Applications will be reviewed by Friday, May 14, 2021. Thereafter, all applicants will receive a letter from the IAHD Scholarship Fund declaring the status of their application.
ELIGIBILITY :
Children and grandchildren of highway district commissioners and employees (highway district employees are those who are issued a paycheck by the highway district) are eligible for the IAHD Scholarship. The employing highway district must be in good standing and a member of the Idaho Association of Highway Districts. Applicants must have a 2.5 GPA or higher to be eligible for the scholarship. Applicants must attend an Idaho college, university, or vocational/technical school full-time or part-time for the 2021 – 2022 academic year; or be enrolled in either an academic or vocational education program leading toward a degree or certification.
This workshop will provide detailed instructions and insight to efficiently complete the annual Road and Street Financial Report before the December 31, 2021 deadline. Additionally, any budgeting questions will be answered by the speaker, Stephen Freiburger, PE. All highway district clerks, administrators, treasurers, and interested personnel are encouraged to register for this workshop.
Please come prepared with specific questions related to the Road and Street Financial Report and your budget. Alternatively, you may send questions to savannah@iahd.com to have them answered during the workshop.
About the speaker: With over 33 years of experience serving as the engineer for numerous highway districts throughout the state, Mr. Freiburger is accustomed to tracking revenue, past expenses, and future projects/expenses. His wealth knowledge has led him to teach numerous budgeting and report workshops for local highway jurisdictions.

The Bidding & Procurement Workshop familiarizes the participants with the various aspects of Idaho Bidding Requirements from the perspective of an Engineer.
Participants attending the class will become familiar with the requirements of Idaho Code for Procurement of Services related to Personal Property, Services, and Public Works Contracts.
In addition, participants will learn how when bidding is required, how to properly “piggyback” contracts for personal property, and structuring the contract documents to obtain the most cost-effective pricing for projects, property and services.
Specific Topics include:
- Exclusions to Bidding requirements in accordance with IC 67-2803
- Procurement of Public Works Construction under the provisions of IC 67-2805
- Obtaining Services or Personal Project under the Provisions of IC 67-2806
- Request for Proposals under the provisions of IC 67-2806A
- Cooperative Purchasing under the provisions of IC67-2807
- Emergency and Sole Source Procurement under the provisions of IC 67-2808
- Other related code sections related to public works construction and procurement of services
This class is being presented by Stephen F. Freiburger, PE. Stephen has over 35 years’ experience with contracting for Public Agencies for Public Works Projects, Personal Property and miscellaneous items.

This virtual workshop is ideal for junior and senior clerks, treasurers, commissioners, and directors to gain a better understanding of the budgeting process.
