Budgeting 101

This workshop is designed to help highway district clerks and commissioners construct an annual budget that is easy to understand and maintain throughout the year. Additionally, attendees will learn how changes to their budget can help complete the Annual Road and Street Financial Report.

This virtual workshop is ideal for junior and senior clerks, treasurers, commissioners, and directors to gain a better understanding of the budgeting process.

Attendees are strongly encouraged to be prepared with budget related questions and/or send questions in advance to savannah@iahd.com.

About the speaker: With over 33 years of experience serving as the engineer for numerous highway districts throughout the state, Stephen Freiburger is accustomed to tracking revenue, past expenses, and future projects/expenses. His wealth knowledge has led him to teach numerous budgeting and report workshops for local highway jurisdictions.

Data in Motion: Gaining Value From Our Data @ Nampa Civic Center

The Idaho Transportation Department (ITD) would like to extend an open invitation to our second annual Data Summit.  This event will be held at the Nampa Civic Center Jan. 31-Feb. 1, 2023 -- “Gaining Value From Our Data”.

The two-day event will include intense discussion on the challenges of data collection/management and how we ultimately gain value from ITD's data.  Our chairperson, Margaret Pridmore states that “Data has become one of the most important assets for our organization and it is one of the most significant investments the department makes each year.”

To understand the potential strategic uses of and value of our data, we need to assess its origins, uses, and outcomes, the driving force behind the summit this year as well as last year’s inaugural event. The conference is intended to open dialogue within the agency and its users to determine data value. Attendees are encouraged to share successes and failures; discuss how data can be used/shared with others; and consider innovative ideas. There will be plenty of time for networking as well.

This is a FREE EVENT (presented in-person and virtually) open to all ITD staff, partners, consultants, or anyone who may be interested in how ITD collects and uses data.  Please check-out the website to find out what topics will be presented as well as how to register. Get involved in Idaho's legislative process!

The IAHD's Day at the Capitol program was designed to bring interested representatives from each highway district to Boise to experience and get involved with Idaho's legislative process. The program will strengthen lines of communication with legislators to discuss pertinent issues that highway districts are facing.

Attendance this year is important - with the historic number of freshman legislators this year, it is vital that we have representation from every legislative district that has a highway district.

The Day at the Capitol program provides an opportunity to:

  • Become engaged with Idaho's legislative process
  • Have meetings with state legislators representing your highway district's jurisdiction
  • Discuss important issues and legislation that may impact highway districts
  • Strengthen relations with fellow highway professionals

While the construction of high quality, long-lasting asphalt pavements begins with their design, the details of good construction workmanship cannot be over emphasized. Industry experts Tim Murphy, P.E., Murphy Pavement Technology, and Dave Johnson, P.E., Asphalt Institute Senior Regional Engineer, bring their combined 60+ years of experience in this arena with a one-day Idaho Asphalt Workmanship Training. Instruction will begin at 8:00 and end at 4:30. Morning, afternoon, and lunch breaks will occur. Eight Professional Development Hours are offered to attendees

Tim and Dave have designed this class to emphasize Idaho specifications for the construction of asphalt pavements.

In this workshop, you will learn the basics of each of the important steps in the construction process and how to properly balance the paving operation. These steps include how the asphalt mixture is produced and hauled to the project, best practices for preparing the underlying layers for paving, placement/laydown best practices, and the compaction process for asphalt mixtures with an emphasis on the longitudinal joint. Tim and Dave will also discuss the importance of the quality assurance process during each of the critical phases of construction to make sure quality is achieved. The specific agenda for the course is as follows:

General Information

  • Start time: 8:00AM
  • Lunch Break: 30-minutes around noon (provided)
  • Ending time: 4:30PM
  • One 15-minute break in the morning and afternoon

Attendees will receive one electronic copy each of the Asphalt Institute’s MS-22, Construction of Quality Asphalt Pavements (a $75 value) which was updated in 2020, and electronic PDF copies of all the presentations.

Who Should Attend

The workshop is designed for engineers, inspectors, technicians and contractor personnel responsible for quality control of paving materials, mix designs, the inspection and operations of asphalt plants and paving operations. Participation should include personnel from federal, state, county and local agencies, airport authorities, paving contractors, consulting engineers, and testing laboratories.

Fees & Registration

  • The registration fee for this in-person course is $345.
  • Registration fees must be received prior to the course date.
  • The fee includes course material(s).
  • Early registration is recommended especially for the onsite option as an attendance cap is being enforced.
